Economics, Policy and Competition is led by Kyla Malcolm. Kyla has over 20 years’ experience of advising on competition and regulation issues particularly in financial services.
Recent work has included advice to the Financial Conduct Authority regarding their competition objective, aspects of their new consumer credit responsibilities, and the set-up of the Payment Systems Regulator. In other areas she has advised the Solicitors Regulation Authority on professional indemnity insurance and the impact of changing qualification requirements for solicitors. She has advised the Legal Services Board on the proportionality of regulation in legal services.
Previously, Kyla was the Vice President in charge of financial services regulatory work at Charles River Associates where work included advice to DWP on competition in pensions markets, the design of NEST and auto-enrolment. She advised HM Treasury and the Department of Finance in Ireland regarding state aid during the credit crisis, and the City of London on changed regulatory structures. Other areas of expertise include regulation of financial advice, regulation of insurance brokers and the impact of various directives for the European Commission.
Within the competition arena, Kyla has advised on a variety of investigations on competition in banking across multiple jurisdictions. She has advised on competition cases related to interchanges fees in the UK and EC as well as competition in payments issues more generally. She has also advised on competition cases in clearing and exchanges, and on annuity markets,
Kyla holds an MSc in Economics from the University of Warwick and an MA in Economics from the University of Cambridge.
